Operationalizing Health Equity in a Regional Health Network

In the mid-2010s, Felix co-developed an Organizational Health Equity Assessment Tool designed to help health care organizations and regional systems embed equity into governance, planning, and service delivery. Implemented across an Ontario Local Health Integration Network (LHIN), the tool provided a structured way for health organizations to measure their capacity to identify and address inequities in access, experience, and outcomes.

Working collaboratively with LHIN leadership, healthcare providers, and community partners, Felix led a process that combined evidence-based frameworks with practical, organizational insight. The tool guided institutions through assessing policies, leadership structures, workforce diversity, and data practices — transforming abstract equity goals into measurable, actionable areas for improvement.

By enabling organizations to self-assess and track progress over time, the initiative strengthened regional governance and accountability for health equity. The tool became a foundational component of the LHIN’s broader strategy to embed equity principles across the health system, influencing planning, funding, and policy decisions across the service area.
