Strengthening Addiction Services Across Scarborough

In the early 2000s, Felix developed and led the Scarborough Addiction Services Partnership (SASP) — a groundbreaking network of more than 20 community agencies working together to address substance use in one of Toronto’s most diverse and underserved areas.

Administered by the Centre for Addiction and Mental Health (CAMH), SASP was designed to bridge gaps between services, reduce duplication, and build a more coordinated response to addiction and substance use challenges. Felix’s leadership focused on collaboration, capacity-building, and cultural responsiveness, ensuring that local programs reflected the needs and realities of Scarborough’s diverse communities.

Through shared training, research, and cross-agency planning, SASP became a model for integrated community partnerships. It strengthened service coordination, fostered knowledge exchange across sectors, and enhanced the overall accessibility and effectiveness of addiction supports in the region.
